ALTII INSBBANeE <br /> <br />City Hall - Room 109 <br />455 Main Street <br />Worcester, Massachusetts 01608 <br />(508) 799-1031 <br /> <br />Departmental Overview: <br />The Human Resources Department <br />is responsible for the planning, <br />administering and direction of all <br />phases of the health insurance program <br />for the City of Worcester employees. The <br />health insurance account within the City's <br />budget comprises the largest component <br />of benefits offered to our employees. The <br />amount budgeted is derived from the <br />number of active and retired employees <br />within each specific plan by the cost of <br />the health plan being offered. Each health <br />insurance program offered provides <br />benefits to individuals, families, retirees <br />and surviving spouses. The amount <br />recommended for appropriation is the <br />city's portion for providing these benefits <br />to its employees. This account excludes <br />health insurance benefits for the <br />Worcester Public Schools, which is <br />budgeted within the respective <br />department.During fiscal year 2005, the <br />City will provide health insurance <br />coverage to approximately 3996 active <br />and retiredpersons, 2306 and 1690 <br />respectively (excluding Worcester Public <br />Schools). The Master Medical program <br /> <br />saw an 8.52% decrease in premium. This <br />plan is carded by five employees <br />(excluding Worcester Public Schools). <br />The Blue Choice plan saw an increase of <br />22.5% for the Individual plan and 20.46% <br />for the Family plan. Fallon Community <br />Health Plan now offers two plans, Direct <br />and Select, which have increased by <br />22.82%. On the retiree plans, Medex <br />increased 4.44%; Managed Blue for <br />Seniors increased by 13.2%. The Fallon <br />Senior plan (a Medicare plus choice <br />product) is on a calendar year cycle and <br />increased by 1.46% on January 1, 2004. <br />This Medicare increase is minimal as a <br />result of an increase in the Federal <br />Medicare Reimbursement <br /> <br />Medicare Payroll Tax: <br />m'edicare is a federally <br />administered health insurance <br />.trust fund that pays for health <br />services for individuals 65 years or older <br />and the disabled receiving social security <br />cash benefits.
