PIIBelIASING IEPAIITMENT <br /> <br />City Hall - Room 404 <br />455 Main Street <br />Worcester, Massachusetts 01608 <br />(508) 799-1220 <br /> <br />IDepartmental Mission Statement: <br /> The mission of the City of Worcester's Purchasing Department is to procure <br /> materials, supplies, equipment, and services at the lowest possible cost consistent with <br /> the quality necessary for the proper operation of various City departments, thereby <br /> attaining the maximum value for each public dollar spent. <br /> <br />Departmental Overview: <br />The City of Worcester Purchasing <br />Department serves the City in an <br />important capacity as both a conduit <br />for all City Department procurements and <br />also as a major contact with the business <br />community of the City and the <br />Commonwealth. <br /> <br />To fully understand the purchasing <br />function, it is vital that a number of key <br />objectives of the Purchasing Department be <br />stated: <br /> <br />1. To procure materials, supplies, <br /> equipment, or services at the lowest <br /> possible cost consistent with the quality <br /> necessary for the proper operation of <br /> the various departments, thereby <br /> attaining the maximum value for each <br /> public dollar spent. <br /> <br />2. To maintain the City's reputation for <br /> faimess and integrity and to promote <br /> <br />impartial and equal treatment to all who <br />wish to conduct business with the City. <br /> <br />To encourage a mutually cooperative <br />relationship with requesting <br />departments recognizing the successful <br />purchasing is a result of team planning <br />and effort. <br /> <br />To promote social and economic goals <br />such as encouraging small, minority <br />and women-owned business to <br />participate in bidding of City purchases. <br /> <br />The Purchasing Department is responsible <br />in maintaining integrity and impartiality in <br />not only the conduct of its public <br />employees but also the ethical <br />considerations that must be strictly upheld <br />between public employees and the City's <br />contractors. <br /> <br />CITY OF WORCESTER FISCAL 2005 ANNUAL BUDGET <br /> <br /> Page l <br /> <br /> <br />
